The author first looks at the less well-known prophets who had not actually written any prophecies as such- some of these prophets are only mentioned briefly in the Bible. Then he takes up the more prominent prophets, who have written whole books in the Bible, and recorded extensive prophecies.
The emphasis is to show that prophecy is not just something that reveals the future, as interesting as that is, but rather the consequences of the prophecies with their moral and practical implications for the recipients and for us as well.
