Although Paul wrote earlier epistles, conditions didn't warrant a detailed letter spelling out the truth of the Church, which was Paul's special ministry to believers. But that all changed with the problem-plagued assembly at Corinth. Thus in escpecially 1 Corinthians we get the basic outline for a functionning local assembly and how to handle problems within an assembly. It is an epistle every believer should be familiar with! It was not until a decade later that actual division took place, and that needed the further instruction of 2 Timothy, but that is the subject of other books.
